National institutes for excellent engineers are high-level educational institutions jointly established by a certain number of universities and enterprises for the training of excellent engineers.Building and strengthening high-level national institutions for excellent engineers is an important task and a systematic project.This paper points out that it is essential for us to adhere to the system concept,to correctly grasp the intrinsic requirements of building national institutions for excellent engineers,and to properly handle the relations between the conditions left by history and the present situation,between the overall situation and the specific conditions,and between the institutional system and the efficiency of work.This paper also advocates that we should have systematical foresight,comprehensive planning,and holistic promotion in building national institutions for excellent engineers,and provide a solid organizational guarantee for the cultivation of high-level excellent engineers.
