On Influences of Shifting to Low-carbon Practices on High-quality Urban Economic Development—Empirical Evidence from Low-carbon Pilot Cities
The implementation of low-carbon pilot city policy is a practical step towards low-carbon transition.Analyzing its implementation can provide empirical evidence to support the subsequent promotion of low-carbon transition.An empirical analysis of the low-carbon pilot city policy in China between 2008 and 2020 is conducted using panel data from 276 cities and a multi-period double-difference fixed-effects model,and it is done as a quasi-natural experiment.The results of this study suggest that the policy has a positive effect on urban economic development,which is achieved through the pooling of human capital and the promotion of green technological innovation.Moreover,the heterogeneity test reveals that the policy has a stronger driving effect on the high-quality economic development of cities in the east and west,and also has a positive effect on the high-quality development of neighboring regions.Further research suggests that the policy has positive spatial spillover effects on the high-quality economic development of neighboring cities.
