Cost reform for EPC projects is a long-term systematic task.Under the circumstance that the existing cost management system of EPC projects can no longer perfectly adapt to the needs of cost reform,this study probed into current situations and difficult positions of EPC project cost management and pointed out that corresponding breakthrough points became a focus of attention of all relevant parties.Based on analyzing current situations and difficult positions of the existing EPC project cost management,breakthrough points of EPC project cost management were investigated and raised under the cost reform background.As proved by research results,breakthrough points for EPC project cost management in the context of cost reform should consist of exerting the leading role of the market,giving play to the regulatory function of the government,scientifically identifying the baseline of cost control,realizing whole-process cost control and improving the basis for cost management.It is expected that corresponding research achievements can be used for reference in the process of guiding EPC project cost reform and boosting cost reform effects.
