On the Legalization of Historical and Cultural Block Protection and Activation in the Context of Urban Renewal:Take Ji'nan City for Example
Through urban health examinations,block planning,housing expropriation decision-making,etc.,some historical and cultural blocks have been renewed in Ji'nan.Besides,a policy system is also established for urban renewal.However,there still exist some problems at present,such as abstraction and fragmentation of legislation,unclarity of statutory responsibilities undertaken by participants,and administrative disputes that easily occur.Consequently,historical and cultural block renewal in Ji'nan is short of legal bases at higher ranks;and administrative expropriation leads to residents'dissatisfaction… In the future,relevant competent authorities of Ji'nan should continuously improve the law policy system,reinforce government regulation and judicial remedies,and enhance social participation and public awareness of the law.Hopefully,sustainable development of historical and cultural blocks can be facilitated through legalization in the course of urban renewal.
