摘要

当前,国家和地方已颁布了一系列相关政策及试点项目,积极推动建筑师负责制在中国落地发展.不同区域背景下,各城市应该如何进一步提出适宜地方发展的相应政策,并确保政策能够落地实行.基于相关政策研究,文章以华北、华东、华南、西南四个地区五个中心城市为研究对象,研究该制度在不同区域、不同城市的政策思路与执行差异,以及其对建筑创新、质量管理和社会责任的影响.深入探讨建筑师负责制的政策情况及中国创新,并从建筑师负责制在推动城市建设和设计创新方面提出发展建议.

Abstract

Currently,a series of relevant policies and pilot projects have been issued by the national and local governments,actively promoting the implementation and development of the Architect Responsibility System in China.Given the different regional contexts,each city should further propose corresponding policies suitable for local development and ensure the implementation of these policies.Based on the related policy research,this study selected five central cities from North China,East China,South China and Southwest China as the object of study.The research focused on the policy ideas and implementation differences of this system in different regions and cities,as well as its impact on architectural innovation,quality management and social responsibility.It further discusses the policy situation and Chinese innovation of the Architect Responsibility System,and puts forward development suggestions in terms of promoting urban construction and design innovation.
