区域开发规划设计总控方法研究——龙阳路综合枢纽项目开发建设的实践与思考

摘要
随着区域开发建设的区域化和规模化发展,前期的各类规划设计在区域开发中的先导作用越发得到重视,但同时这些规划设计也面临着无法落实、难以管理等痛点问题.文章通过对现状制约条件的分析,借鉴国外从规划设计到建成实施的方法经验,提出了"多专业平台、各维度统筹、全过程参与、法定化机制"四位一体的衔接阶段管控方法,并结合上海龙阳路综合枢纽开发建设项目进行了具体实践.
Abstract
With the regionalized and large-scale advancement of regional development and construction,the leading role of initial planning and design in regional development has received increasingly great attention.However,such planning and design also face pain points such as failure in implementation and difficulty inmanagement.This paper analyzed existing constraints and acquired foreign methods and experience in the process of planning,design,completion and operation.On this basis,a method of control in the stage of connection was presented,which integrates"multidisciplinary platforms,overall planning in all dimensions,participation in the whole process,and a law-based mechanism",and it was put into practice in the development and construction of the Longyang Road Integrated Hub Project in Shanghai.
