Study on Challenges and Breakthroughs in Drafting"Employer's Requirements"under the EPC Model
"Employer's Requirements"are an integral part of EPC(Engineering,Procurement,and Construction)tender and contract documents.They play a crucial role in defining the rights,obligations,and risks for both the owner and the EPC contractor,and their quality directly impacts the effectiveness of EPC project implementation.This paper first analyzes the challenges in drafting"Employer's Requirements"under the EPC model.Based on this analysis,several breakthroughs are proposed for owners,including establishing a multi-stakeholder drafting system,refining the drafting sequence,clarifying drafting stages,adopting appropriate descriptive methods,standardizing change management,and issuing standard texts and typical examples.The research findings aim to provide valuable references for owners and other stakeholders in drafting"Employer's Requirements."
