Factors Influencing Insufficient Motivation for Design Optimization by EPC Contractors in the Chinese Context and the Countermeasures Thereof
The Engineering,Procurement,and Construction(EPC)model is an advanced project delivery method,and the effectiveness of design optimization is a key driver for its successful implementation.The insufficient motivation for design optimization among EPC contractors has garnered significant attention from both industry and academia.Addressing how to enhance this motivation within the Chinese context is an urgent issue for both owners and EPC contractors.This study first analyzes the factors influencing the lack of motivation for design optimization among EPC contractors.Subsequently,countermeasures are proposed from perspectives including risk sharing,benefit distribution,control mechanisms,EPC contractor capabilities,bidding rules,supporting regulations,standard texts,and typical examples.The findings indicate that design optimization by EPC contractors in the Chinese context is feasible,but it requires appropriate countermeasures from all relevant parties.The results provide references for government departments in issuing standard texts and typical examples,as well as for owners and EPC contractors in conducting design optimization work.
