摘要
为推动政府投资工程持续高质量发展,江苏省率先在全国范围内推广政府投资工程集中建设模式,印发了省政府规章《江苏省政府投资工程集中建设管理办法》.政府投资工程集中建设作为一种全新的管理模式,在项目管理实践中展现出了巨大的优势,同样也带来了一些新的挑战.文章以南京医科大学公共卫生科教综合楼项目为例,分析新模式下集中建设实施单位设计管理全流程管控要点,从建设单位视角对事先、事中、事后的设计管理进行了详细阐述,为集中建设全过程设计管理提供了经验.
Abstract
To drive the sustainable and high-quality development of government investment projects,Jiangsu Province has taken the lead in promoting the centralized construction model for government investment projects across the province and issued the provincial government regulation"Measures for Centralized Construction Management of Government Investment Projects in Jiangsu Province".As a new management model,the centralized construction of government investment projects has demonstrated substantial advantages in project management practice,but it also presents some new challenges.Taking the Public Health Science and Education Complex of Nanjing Medical University as an example,this paper analyzes the key points of full-process control in the design management of centralized construction implementation units under the new model.It elaborates on the design management before,during,and after construction from the perspective of construction units,providing experience for the full-process design management of centralized construction.
