Research on Optimizing the Technical Review Model for Architectural Engineering Design Schemes:A Case Study of Guangzhou
Article 40 of the Urban and Rural Planning Law of the People's Republic of China stipulates that when applying for a construction project planning permit,one must submit relevant proof of land use and the construction engineering design scheme,among other materials.The review of architectural engineering design schemes is a phase in the process of obtaining a construction project planning permit,where design drawings expressing the arrangement of various buildings,facilities,and environments within the site are reviewed to determine whether the project meets planning requirements.The planning review process is divided into technical and administrative reviews,with most cities in China having separated the two,entrusting the technical review to third-party professional institutions designated by the approval department.Using Guangzhou as a case study,this paper first introduces the development history of technical review in urban planning in Guangzhou.It then describes the current model and shortcomings of the technical review for architectural engineering design schemes.Following this,three optimized models to address these shortcomings are proposed.Finally,the paper concludes with an overview of the effects brought about by the optimized models.
