Discussion on Key Challenges and Strategies for Continuation Projects in Urban Renewal:A Case Study of a Residential Area Continuation Project in Shushan District,Hefei
In the face of increasingly prominent parking conflicts,the construction of parking structures is a crucial aspect of urban renewal efforts.This paper first briefly analyzes the continuation project,which represents an innovative practice led by the government,involving court cooperation,planning leadership,and participation from multiple stakeholders.It then examines the challenges encountered during the early stages of the continuation project,including disputes over land ownership,procedures for adjusting plans,differences between old and new design standards,and investment and development costs.Finally,the paper proposes strategies for addressing unfinished continuation projects,such as market-oriented operations,incorporating operational design at the planning stage to promote integration between detailed control planning and implementation plans,optimizing funding methods for continuation projects,and timely revising policies to enhance investment incentives.These strategies aim to provide guidance for the next round of urban renewal initiatives.
