Study on the Planning Model of Educational Facilities for County in the View of Urbanization:A Case Study of the Territorial Space Planning of Binhai County,Jiangsu
It is quite common in Chinese counties,that the urbanization rate of compulsory education is higher than that of permanent population,which is resulted from the urban-rural differences of education facilities and magnified by residents'preference of schools in towns.Furthermore,ignorance of compulsory education urbanization and conventional planning mode for urban education facilities lead to spatial dislocation between supply of primary and secondary schools and demand of residents in counties.Territorial space planning for counties should cover entire areas.Meanwhile,the planning and supply of spatial products should be optimized based on the urbanization trend of all elements including population and industry.As a conclusion,in order to promote the high quality urbanization in counties,the planning mode of educational facilities should be optimized from three aspects:rationalizing the grade system of primary and secondary schools,loosening the limitation of service radius,and proposing the city-town index of school-age population to adjust predictive index.
