自2018年机构改革以来,针对国土空间规划体系改革瓶颈问题的相关研究较少.文章旨在梳理我国传统规划体系存在的问题及原因,分析国土空间规划改革亟待解决的核心问题,进一步从整体主义视角分析其瓶颈产生的本质原因,揭示其构建过程中隐含的线性思维模式及根源,并尝试提出国土空间规划改革的方向.文章有助于探索国土空间规划改革的可持续道路,为解决国土空间规划改革瓶颈问题提供借鉴.
Abstract
Since the institutional reform in 2018,work related to territorial space planning has been in full swing.This paper aims to sort out the existing problems and causes of China's traditional planning system,analyze the core problems that need to be solved in the reform of territorial space planning,further analyze the essential causes of its bottlenecks from the perspective of holism,reveal the linear thinking mode and root causes implied in its construction process,and try to put forward the direction of the reform of territorial space planning.The study is helpful to explore the sustainable path of national space planning reform and provide reference for solving the problem of the ineffectiveness of national space planning reform.
