摘要
乡村振兴背景下,乡村发展已由单纯追求物质环境建设转向强调运营管理的阶段.作为推进共同富裕的重要支撑,乡村运营是以市场化手段助力乡村可持续发展的理念和模式,与乡村资源要素的丰富度、利益主体的联结度、运营方式的准确性等因素密切相关.文章以杭州市余杭区小古城村为例,探究其乡村运营模式、特征和内在机制,在运营理念下从协商治理、资源整合、区域联动、制度优化、数字化建设等方面总结小古城村成功发展的五大路径,以期为转型期的乡村建设提供理论和实践依据.
Abstract
In the context of rural revitalization,rural development has shifted from the simple pursuit of physical environment construction to the stage of operation and management.As an important support for promoting common prosperity,rural operation is a concept and mode of promoting sustainable rural development by market-oriented means,which is closely related to the richness of village resource elements,the connection of interest subjects and the accuracy of operation methods.This paper takes Xiaogucheng Village,Yuhang District,Hangzhou as an example to explore its rural operation mode,characteristics and internal system.The five major paths of its successful development are summarized in terms of consultative governance,resource integration,regional linkage,institutional optimization,and digital construction under the operation concept,in order to provide a theoretical and practical basis for the construction of villages in transition.
