In the contemporary era of frequent emergencies,the demand of society for the living environment has gradually transcended the situation of"strong,practical and beautiful"and pointed to the level of security.This paper is grounded in the thoughts during competition design and is dedicated to proposing a realistic possibility,that establishing a grass-roots governance model in which the community of the future and the urban resilience unit are two sides of the same coin,and which can be utilized in two ways,namely,in a calm and urgent manner in the community.This possibility aims to keep a balance between high-quality living environment and resilience,in order to reduce the impact of crises and to enhance social efficiency.
