基于"空间正义"理论的老旧住区更新机制优化研究

随着城镇化进程的快速推进,城市进入了严控增量、盘活存量、适当减量的规划新时期.从新中国成立以来,随着使用年限的增长,我国存在着大量的老旧居住区,它们面临着设施老化、环境恶化等诸多问题.文章基于空间正义理论视角,分析空间正义理论的内涵,以及在城市规划的新时期实现空间正义对于城市老旧住区更新的重要意义,提出更新过程中存在权力参与更新方式不正义、市民权利表达不正义、更新结果不正义的现象,并从政策正义、过程正义、结果正义三个方面提出优化老旧住区更新机制的若干策略,以期为老旧住区更新提供借鉴.
Research on the Optimization of Renewal Mechanism of Old Residential Quarters based on the Theory of"Spatial Justice"
With the rapid advancement of urbanization,the city has a new planning period of strictly controlling the incremental revitalization of stocks and appropriately reducing them since the founding of the People's Republic of China,with the increase of service life,there are a large number of old residential areas in China facing many problems such as aging and deterioration of facilities.Based on the perspective of spatial justice theory,the connotation of spatial justice theory and the significance of realizing spatial justice in the new period of urban planning for the renewal of old urban residential areas,this paper points out that there are injustices of rights participation in renewal,injustices of citizens'rights expression and injustices of renewal results,and puts forward some strategies to optimize the renewal mechanism of old residential areas from three aspects of policy justice,justice and result justice in order to provide reference for the renewal of old residential areas.
