Optimization Research for VfM Evaluation of Historic Districts based on PPP Model
The preservation and utilization of Chinese historic districts is urgent,but the investment scale is large and the life cycle is long.PPP Model is introduced to relieve the pressure of financial expenditure.This paper selects 30 historic districts in the PPP project database of the Ministry of Finance to do the current situation analysis for qualitative and quantitative evaluation of VfM,and finds that it is the necessary procedure of PPP model,but not considering the special protection needs of historic districts and ignores its core value.Through improving the qualitative evaluation index,introducing the expert scoring method with different weights and setting up the preservation value coefficient of quantitative evaluation to optimize evaluation methodology.Taking the PPP project of Beilin Historical and cultural district to do empirical analysis as an example,and qualitative evaluation as the main and quantitative one as the supplement of VfM in the current stage.
