The Enlightenment of the"Garden City"Theory for Urban and Rural Planning and Emergency Disaster Preparedness
Through in-depth interpretation of the theory and spatial form of"Garden City",the paper analyses its implications for urban-rural planning and emergency disaster prevention from three levels:community,city and urban cluster,and proposes that at the community level,residents'autonomy should be encouraged,the multifunctionality of community public space should be improved,and infrastructure construction should be supplemented to strengthen the ability of emergency function transformation.At the community level,we should encourage residents'self-governance,improve the multifunctionality of community public space,supplement infrastructure construction,and strengthen the ability of emergency function conversion;at the city level,we should control the scale and population of the city,make full use of redundant space,focus on sound comprehensive disaster prevention planning,adopt the city's"multi-centre"development mode,and improve the multilevel emergency living at the city level,emphasis should be placed on adjusting the regional functional structure and easing the pressure on central cities,so as to form an efficient networked and coordinated development pattern for urban agglomerations.
