Study on the Dilemma,Experience and Strategy of"Industrial Upstairs"in Shenzhen under the Background of Land Resource Scarcity
With the rapid development of urbanization,many cities in China are facing problems such as inefficient land use,shortage of construction land and rapidly rising development costs.In order to promote the high-quality development of the manufacturing industry,Shenzhen is firmly committed to building a strong manufacturing city,and to expanding and strengthening strategic emerging industry clusters and future industries.In order to solve the problem of insufficient supply of industrial land,Shenzhen has vigorously implemented the action plan of"Industrial Upstairs"and innovated the mode of industrial space supply.Since the implementation of the"Industrial Upstairs"policy,relevant practitioners have expressed different views.This paper systematically analyses the origins of"industrial upgrading"and the policies of various cities and districts,combines relevant research and experience,analyses the challenges faced by"Industrial Upstairs",then puts forward policy strategies and suggestions.
