在国家大力推进生态文明建设的背景下,EOD(Ecology-Oriented Development)模式作为一种创新性项目组织实施方式,通过推动生态治理与绿色产业经济相融合,搭建了"两山"转化的桥梁,是推动生态片区规划实施一体化、实施重大战略性生态项目的创新政策工具.文章在归纳总结EOD模式的概念及内涵的基础上,以广州北部石门国家森林公园与小海河片区为研究对象,基于其发展现状及问题,提出森林公园保护提升及乡村振兴产业融合发展策略,以期为其他类似地区提供规划实施全流程应对思路.
Abstract
Under the background of the country vigorously promoting the construction of ecological civilization,EOD(Ecology-Oriented Development)model,as an innovative project organization and implementation mode,builds a bridge of"two mountains"transformation by promoting the integration of ecological governance and green industrial economy.It is an innovative policy tool to promote the integration of ecological area planning and implementation and implement major strategic ecological projects.On the basis of summarizing the concept and connotation of EOD model,this paper takes Shimen National Forest Park and Xiaohaihe Area in northern Guangzhou as the research object,and puts forward the strategy of forest park protection enhancement and rural revitalization industry integration development based on their development status and problems,in order to provide the whole process of planning and implementation countermeasures for other similar areas.
