存量开发地区创新历史风貌区保护机制的深圳经验——以沙井古墟历史风貌区有机更新为例

在深圳建设"中国特色社会主义先行示范区"的背景之下,全社会更加关注城市遗产和城市文化的保育和利用.为继承和弘扬优秀历史文化,彰显深圳城市特色,深圳于2019年划定了26个集中成片的历史风貌区.文章梳理了深圳市在快速扩张过程中历史风貌区保护与城市存量开发面临的困境,从政策创新、风貌协调和经济平衡、规划体系、实施模式、社会参与五个维度探讨风貌区保护与存量开发项目的协调机制及实施路径,以期为同类型项目的研究及实践提供一定参考.
Shenzhen's Experience in Innovating the Protection Mechanism of Historic Areas in Stock Development Areas:Taking the Organic Renewal of the Historic Scenic Area of Shajing Ancient Market as an Example
In the context of Shenzhen's construction of the"Socialist Pilot Zone with Chinese Characteristics",the whole society pays more attention to the preservation and utilization of urban heritage and urban culture.In order to inherit and carry forward the excellent historical culture and highlight the characteristics of Shenzhen,Shenzhen has delineated 26 historical districts in 2019.This paper sorts out the difficulties faced by Shenzhen's historical district protection and urban stock development in the process of rapid expansion,and discusses the coordination of the protection of the historic scenic area and stock development projects from the five dimensions of policy innovation,coordination of historical features and economic balance,planning system,implementation mode,and social participation,expecting to provide a certain reference for the research and practice of the same type of projects.
