文章系统梳理和总结了世界各国关于自然保护地建设的相关文献和政策法规,提炼了各国自然保护地体系建设的主要工作思路和工作体系,并回顾和反思了中国自然保护地体系建设的发展历程.文章旨在探讨世界自然保护地工作经验对我国自然保护地体系制度改革的参考价值,为当前"建立以国家公园为主体的自然保护地体系"建设工作提供指导,并对未来的发展提出展望,最终形成"自然保护观念整合""自然保护地体系接轨"和"全域自然保护"的意见建议.
Abstract
This paper provides a comprehensive overview of global literature and policy on the creation of protected areas,extracting core strategies and frameworks from different countries'conservation systems and reflecting on China's development in constructing its protected area system.The aim is to consider the international experiences in protected areas to guide China's ongoing reform of its protected area system,especially in building a nature reserves system centering on national parks.It offers guidance and future outlooks,culminating in recommendations on"integrating international conservation concepts""protected area systems aligning with world"and"achieving territorial nature conservation".
