国土空间规划背景下特色保护类村庄发展困境与规划编制策略研究——以江西省上甘村为例

国土空间规划改革发展背景下,乡村地区成为落实高质量发展的基层行政单元.村庄规划是村庄发展的重要导向,编制"好用、能用、管用"的实用性村庄规划成为时代命题.特色保护类村庄蕴含丰富内涵,肩负文化传承和乡村振兴的双重责任,但在现代化进程中却面临多重困境.同时,实用性村庄规划编制由于上位政策变动频繁等现实难题,所能发挥的效能下降.文章通过研究江西省上甘村的规划编制实践,总结规划编制策略,旨在为国土空间规划背景下的特色保护类村庄的规划编制提供借鉴.
Abstract
Under the background of the reform and development of territorial spatial planning,rural areas have become the basic administrative units for implementing high-quality development.Village planning is an important guide for village development,and the compilation of practical village planning that is"easy to use,useful to use,effective to use"has become a proposition of The Times.Characteristic protection villages contain rich connotations,and shoulder the dual responsibilities of cultural inheritance and rural revitalization.However,in the process of modernization,it faces multiple difficulties.At the same time,the effectiveness of practical village planning has declined due to practical problems such as the frequent changes of upper policies.Based on the planning practice of Shanggan Village in Jiangxi Province,this paper summarizes the planning strategies,aiming to provide reference for the planning of characteristic protected villages in the context of territorial spatial planning.
