摘要

随着对外贸易的进一步发展,我国进出口业务急剧上升,国际航行船舶数量猛增,口岸食品对外供应业务蓬勃发展。当前口岸对外供应企业的经营模式,使口岸食品卫生监督管理面临了一些新的问题。本文结合《中华人民共和国食品安全法》、《出入境口岸食品卫生监督管理规定》(质检总局88号令)等法律法规,对目前海港口岸食品对外供应所存在的供应企业“空壳化”、供货渠道多样化、采购渠道“异地化”、票据凭证形式化等问题进行总结与思考,望引起大家重视,为解决问题探求方法,进一步规范口岸食品对外供应市场。

Abstract

With the further development of foreign trade, import and export business of China has raised rapidly, the number of international ships increases sharply, food supplies at seaports flourishes. The changes of food-sup-ply companies' management modes bring some new problems to the supervision. Based on “The food safety law of the People's Republic of China”,“Entry-exit food sanitation supervision and management regulations” and other laws, we discuss and analyze the problems such as shell companies, supply channel diversification, procurement channels in other places, and quarantine certificate formalization, etc. We should pay attention to these problems and try to seek the problem-solving methods.
