To systematically interpretate the concept and connotation of the legalization of ethnic affairs governance for a new era,we can disintegrate the elements from the four aspects of subjects,methods,contents and objectives,and specifically analyze the issues involved in the selection of ethnic affairs gov-ernance subjects,the understanding of the relationship between rules by law and rules of law,the optimi-zation of governance structure and the value orientation of modernization.Based on the analysis of concept and the reality of the situation,it can be realized that the promotion of the legalization of ethnic affairs governance for a new era is facing with the following difficulties:the weaknesses in the norm of the ethnic legal system,the relative imbalance between ethnic policies and ethnic legislation,and the incomplete optimization of ethnic affairs governance structure.Thereby,it is a necessity to properly deal with the re-lationship between autonomy and unification in legislation on regional ethnic autonomy and improve the relevant system construction;to fully coordinate the relationship between ethnic laws and ethnic policies and play their positive roles;to endeavour to build a new governance pattern featuring multi-agent collab-oration and co-governance.
