Governance of Ethnic Townships in the Process of Urban and Rural Integration and Development:Based on Investigations of Two Ethnic Towns in Guizhou Province
In China's urban-rural dual structure,ethnic townships belong to rural areas,which poses numerous challenges to their development.The rural revitalization strategy emphasizes the path of urban-rural integration and development,bringing possibilities to solve the development dilemmas faced by ethnic townships.This paper selects ethnic towns located in suburban and peri-urban areas of Guizhou province as case studies to discuss the development dilemmas and core policy demands under the urban-rural dual structure.It constructs an analytical framework to promote the governance of ethnic townships in the process of urban-rural integration and development from three aspects:regaining the subjectivity of rural areas in the development,establishing the concept of good governance at different levels,and promoting exchanges and integration among different ethnic groups.Based on this,it proposes practical paths to promotionof the governance in the process of urban-rural integration and development:promo-ting the equalization of urban-rural spatial structure,refining the governance of different types of ethnic townships,fully utilizing the the administrative system of ethnic townships,and incorporating"the liq-uidity of governance".
