New Approaches to Enhancing the Resilience and Security of Industrial and Supply Chain—An Analysis Based on Trade in Intermediate Goods
The resilience and security of industrial and supply chains are related to the supply guarantee of intermediate goods.Under the conditions of global intra-product division of labor,intermediate goods trade plays a key role in improving the resilience and security of these chains.In recent years,the United States and Western countries have taken measures such as"supply disruption"and"chain disruption"to exclude China from the global industrial and supply chain divisions in high-tech industries.Due to the limited or relatively weak substitutability of some high-tech intermediate products,the"bottleneck"of the United States and the West has a serious impact on the security of China's industrial and supply chains.On the one hand,we should speed up the realization of high-level scientific and technological self-reliance,as soon as possible to resolve the"bottleneck"issues in key technologies.On the other hand,fostering close cooperation within the global industrial and supply chains through high-level openness is essential,as is enhancing the ability to"root"in the intra-product division of labor worldwide.Additionally,our aim is to rapidly foster diversification in industrial and supply chains by continuously expanding the source space of intermediate goods supply,enhancing domestic support capabilities for these chains,and deepening our level of opening up.These efforts are crucial in providing institutional guarantee for boosting the resilience and security of our nation's industrial and supply chains.
