The high-level of opening up and digital empowerment of the service industry are key to enhancing the quality and level of international circulation in China,and they also mark a significant step towards constructing a new development pattern.Since the reform and opening up,China's service industry has been opening for 45 years,but the characteristics of unbalanced and inadequate development of service trade are still obvious.From the perspectives of production costs,trade costs,modes of trade,trade partners,and trade entities,the development of China's service trade opening is digitally enabled,and there are still high policy barriers at this stage.From the viewpoint of global value chain division,continuing to gradually reduce the policy costs associated with the flow of service elements can enhance China's international circulation quality.This improvement is reflected in the perspective of the position in the global value chain division,the security and stability of global value chain participation,and the right to speak in the formulation of international economic and trade rules.In addition,the development of digital technology can also promote the improvement of the quality of China's international circulation,either independently or in conjunction with the opening up of the service industry.
