How can the Greater Bay Area Pilot International High-standard Economic and Trade Rules
A comparative analysis with WTO-related rules shows that CPTPP and other international high-standard economic and trade rules have been expanded and improved in terms of global value chain division of labor,digital trade,"post-border"rules,and other aspects,and their impact on China is analyzed from the two aspects of economic field and rule field.Taking into account the actual development of the Guangdong-Hong Kong-Macao Greater Bay Area,the Greater Bay Area can conduct early and pilot tests of some of the international high-standard economic and trade rules in the fields such as non-tariff barriers(reducing non-tariff barriers to align with international standards),services trade(promoting high-level liberalization of services trade),state-owned enterprises and designated monopolies(creating a systematic environment for fair competition among enterprises),digital trade(prudently managing data elements with equal emphasis on opening and security),and small and medium-sized enterprises(promoting the transformation and upgrading of small and medium-sized enterprises to enhance competitiveness).By doing so,the Greater Bay Area can provide intellectual support for China to improve its economic and trade rules and propose a"Chinese template"for international economic and trade rules.
