国际科技社团治理经验及启示研究——基于"制度—结构—关系"框架

科技社团治理能力现代化是新时代发展之需,有利于完善社会组织体系、创新社会治理体制及实现中国式现代化.结合静态和动态研究视角,基于科技社团治理能力的"制度—结构—关系"三维分析框架,可以较为深刻地总结揭示美英日三个国际典型科技社团的治理经验.当前,我国科技社团正步入高质量发展阶段,仍存在制度规范性欠佳、内部治理机制运转受阻、自主性和社会参与度不足等问题,应科学借鉴国际科技社团的先进治理经验,进一步完善科技社团内外部制度环境,提升社团治理结构现代化水平,构建多元主体参与的科技治理共同体.
Research on Governance Experience and Enlightenment of International Scientific and Technological Societies—Based on the Framework of"Institution-Structure-Relationship"
The modernization of the governance ability of scientific and technological societies is essential for the development of the new era,as it contributes to the improvement of the social organization system,innovation of the social governance system,and realization of Chinese-style modernization.By combining static and dynamic research perspectives and utilizing based on the"Institution-Structure-Relationship"three-dimensional analytical framework of governance capacity of scientific and technological societies,we can comprehensively summarize and reveal the governance characteristics and experiences of typical scientific and technological societies in the United States,the United Kingdom,and Japan.At present,China's scientific and technological societies are entering a stage of high-quality development,facing problems such as poor institutional standardization,obstructed operation of internal governance mechanisms,insufficient autonomy,and social participation.Therefore,it is necessary to scientifically draw lessons from the advanced governance experience of international scientific and technological societies,further improve the internal and external institutional environment of scientific and technological societies,enhance the modernization level of governance structures,and build a scientific and technological governance community with diverse participation.
