Constructing a Security System for Digital Platforms to"Going Out"
With the intensification of international geopolitical conflicts,the escalating rivalry between China and the United States,and the increasingly heated global digital competition,digital platforms,as an important intersection of digital technology and digital rule governance,have become a new focal point in the competition among major powers.With the rapid rise and continuous growth of the scale of digital platform enterprises in China,the western countries led by the United States and some emerging economies have adopted a policy of"strong supervision"on digital platforms under the banner of"pan-national security",creating barriers to restrict the international development of digital enterprises.This intensified containment and suppression has significantly increased the costs for Chinese digital platform enterprises to expand globally,leading to increasingly greater resistance.At the same time,the development of China's digital platform enterprises has bottlenecks such as being"big but not strong",significantly lagging behind in internationalization,and insufficient capabilities in localizing operations and constructing compliance systems.It is necessary to accelerate the promotion of digital institutional opening-up and digital business environment reform,deeply participate in the formulation and integration of international rules in the digital field,explore the construction of China's"long-arm jurisdiction"system and judicial system in the digital field,actively construct a system to support international overseas services,encourage digital platforms to build overseas compliance systems,and make strategic responses,thereby ensuring the safe"going out"and high-quality development of China's digital platform enterprises.
