Enhancing the Utilization Rate of Rules of Origin to Unleash Greater Dividends of RCEP
A comprehensive analysis of the utilization rate of rules of origin among RCEP members since its implementation shows that,except for Japan and South Korea,the utilization rate of China,ASEAN,and other members needs to be further improved.The main reasons for the generally low utilization rate of RCEP rules of origin among member countries are that enterprises do not fully utilize the RCEP rules of origin,the competitiveness of RCEP tariff concessions and terms needs to be improved,the implementation mechanism of RCEP rules is not yet perfect,and the advantages of RCEP have not been fully released.Enterprises should be the main body to effectively improve the utilization rate of RCEP rules of origin,promote the upgrading of RCEP rules,enhance the attractiveness of RCEP terms to enterprises,improve the implementation mechanism of RCEP,and strengthen the institutional guarantee for the utilization of rules.
