The Integrated Development of Culture and Tourism under the Background of Building a Unified National Market—Based on the Perspective of Social Policy Coupling Analysis
Constructing a unified national market serves as the fundamental support and inherent requirement for building a new development paradigm,while advancing the deep integration of culture and tourism is a critical aspect of cultural construction.From the perspective of coupling analysis,research has revealed that while there exists a strong structural coupling between the construction of a unified national market and the integrated development of culture and tourism,the functional organic coupling in the latter has yet to be achieved,considering factors such as resource integration and sharing,the degree of integration within industrial chains,the level of standardization,and the tension between policy design and implementation.This article proposes,from the social policy perspective,the coupling pathways for the integrated development of culture and tourism against the backdrop of constructing a unified national market:Firstly,to address the relationship between existing stock and new increments,and promote dynamic policy adjustments that organically align with the practical needs of integrated culture and tourism development;secondly,to balance uniformity and diversity,emphasizing the leveraging of comparative advantages across regions while building a unified national market for culture and tourism;thirdly,to reconcile the ideal and the actual,preventing the time lag in policy regulations from leading to uncertainty in policy effect expectations.
