Empowering the Development of New Quality Productive Forces through High-level Opening-up:Logic,Bottlenecks and Pathways
The development of new quality productive forces is a crucial focus for China to cultivate and strengthen new drivers and advantages for economic development.High-level opening-up to the outside world can provide powerful support and impetus for the cultivation and development of new quality productive forces.Through competition-driven innovation incentive mechanisms,technology integration and recreation mechanisms,cross-border allocation mechanisms for innovative elements,and human capital iterative empowerment mechanisms,high-level opening-up promotes the development of new quality productive forces.Meanwhile,amidst the restructuring of global industrial and supply chains,new quality productive forces face significant challenges such as decoupling risks,structural imbalances and transformation needs in service trade,bottlenecks in deepening institutional opening-up and institutional coordination issues for new quality productive forces,as well as the hindrance effect of a scarcity of composite high-end talents on the leapfrog development of new quality productive forces.To better empower the development of new quality productive forces through high-level opening-up,it is necessary to optimize the resilience of industrial and supply chains to achieve independent and controllable control over key core technologies demanded by new quality productive forces;deepen market access and reforms in service trade to drive structural transformation of new quality productive forces;build an international institutional innovation ecosystem to enhance the global competitiveness of new quality productive forces;create a high-level talent system for opening-up to enhance the innovation-driven force of new quality productive forces.
