Suggestions on the Planning Approach for Regional Institutional Opening-up during the"15th Five-Year Plan"Period
The Third Plenary Session of the 20th Central Committee of the Communist Party of China made systematic arrangements to improve the system and mechanism for high-level opening-up to the outside world,clearly proposing to promote reform through opening-up and build a new system of a higher-level open economy.Institutional opening-up is the core essence of China's efforts to build a new system of a higher-level open economy.Currently,there is still a gap between China's level of institutional opening-up and international high-standard economic and trade rules.During the"14th Five-Year Plan"period,various regions conducted numerous explorations regarding trade,investment,cross-border capital flows,freedom and convenience of personnel and transportation,and safe and orderly data flows.However,the level of facilitation in areas such as tariff reduction and exemption,customs supervision,negative list management,personnel movement,capital flows,and data flows still needs further improvement.During the"15th Five-Year Plan"period,it is recommended to support Hainan Free Trade Port in taking the lead in improving the"zero tariff,simplified taxation"system,actively replicate and promote the customs supervision system of"opening up the frontline and controlling the second line",steadily enhance the level of opening-up of the service industry,intensify opening-up efforts in the areas of freedom and convenience for personnel and transportation,actively expand the scope of freedom and convenience for cross-border capital flows,establish and improve a system to promote safe and orderly data flows,and support qualified regions in conducting stress tests in the field of new international economic and trade issues.
