The Triple Logic of Optimizing Regional Opening-up Layout
Optimizing the regional opening-up layout is a fundamental issue of overall importance for comprehensively promoting high-level opening-up to the outside world.The theory of international trade based on a spatial perspective provides a theoretical foundation for optimizing the regional opening-up layout,while China's vibrant practice of promoting a comprehensive opening-up pattern has enriched the theoretical connotations of optimizing the regional opening-up layout.Since the 18th National Congress of the Communist Party of China,the coordination of regional opening-up and regional development has improved synchronously,and the comprehensive opening-up pattern featuring land-sea linkage and mutual support between the east and the west has accelerated its formation,laying a solid foundation for further optimizing the regional opening-up layout.Currently,optimizing the regional opening-up layout still faces practical constraints such as hindered economic and trade ties in traditional trade directions,prominent bottlenecks in interconnectivity among border areas,inadequate utilization of open platforms,and low levels of coordination and linkage in regional opening-up.To address these issues,it is necessary to adhere to the optimization approach of"shaping points,connecting lines,building surfaces,and integrating"for the regional opening-up layout,which entails focusing on institutional innovation and leveraging the leading role of major open platforms;leveraging the advantages of coastal,border,riverine,and transportation corridor areas to create diverse open highlands;continuing to expand high-level opening-up across various regions based on their comparative advantages and strengthening overall coordination in regional opening-up to enhance complementarity and coordination in this regard.
