The Situation and Strategies for Implementing the Free Trade Zone Upgrading Strategy
Leveraging regional comparative advantages is the basis for developing new quality productive forces in a targeted manner,as well as the key to implementing a series of major strategies,including comprehensive optimization of regional open layout.Taking the construction of digital industry clusters as the entry point in the context of the development of new quality productive forces,this paper finds that the key to playing to regional comparative advantages lies in orderly division of labor among regions.The deep interaction between the real and digital spaces in digital industry clusters further deepens the division of labor mechanism,forming a logical chain and practical path from"effectively shortening the'distance'of division of labor in the digital space"to"precise location and specialized division of labor in real-space production activities"to"the coordinated development and comparative advantage of regional differences".This effectively avoids the risk of homogeneous development among regions.Based on this,this paper establishes a theoretical analysis framework for the effectiveness and rationality of industrial policies for digital industry clusters with the goal of promoting regional coordinated and interconnected development.It then proposes policy orientations for promoting the coordinated development of regional comparative advantages through digital industry clusters from the perspectives of market-enhancing industrial policies and overall coordinated industrial policies.
