Implementing the Free Trade Zone Upgrading Strategy:Situation and Strategies
Currently,in the context of promoting high-level opening-up to the outside world,the construction of China's Pilot Free Trade Zones(FTZs)has entered a new stage of leapfrog development,and the implementation of the FTZ upgrading strategy is confronted with new requirements that emphasize"five more focuses":institutional openness and pioneering initiatives,system integration and platform consolidation,industrial development and innovation drive,highlighting unique features and focusing on strengths,and strategic alignment and synergistic linkage.At this new historical starting point,implementing the FTZ upgrading strategy should emphasize originative reforms to pinpoint the driving forces for institutional openness;advance integrated reforms to strengthen the overall coordination of three key areas;actively develop new quality productive forces to establish a modern industrial system;innovate assessment and incentive mechanisms to better balance the relationship between reform risks and benefits,and practically promote"bold experimentation,bold exploration,and independent reform"to provide powerful reform and innovation impetus for China's high-quality economic development.
