Macao:An Exploration of the Mechanism of a Small City with High Openness—From the Perspective of Better Playing a Role in the Country's Opening-up
In the new era,Macao needs to play a better role in China's opening-up,mainly covering two aspects.On the one hand,Macao needs to summarize past experiences,clarify its new functions and positioning in the national opening-up strategy,optimize policy support and institutional arrangements,and fully leverage the institutional advantages,location advantages,and internationalization advantages of"One Country,Two Systems"to make a"Macao contribution"to China's opening-up.On the other hand,Macao should accurately grasp its new positioning in the opening-up in the new era,continuously cultivate new advantages,play new roles,and achieve new development,strengthen complementary collaboration with the mainland,deeply integrate into the overall national development,and enhance its role as a bridge connecting the mainland and the international market,thus better serving the national opening-up strategy.Based on this,Macao should further strengthen its unique role in China's opening-up;innovate the talent work mechanism and accelerate the creation of a hub for international high-end talents;promote in-depth exchanges and cooperation among overseas Chinese,ethnic Chinese,and Chinese businessmen;support national financial opening-up through institutional innovation;take the lead in exploring the Macao model for cross-border data flows;build a diversified industrial system to enhance Macao's international competitiveness;establish a multi-level cooperation mechanism to provide institutional support for in-depth Guangdong-Macao cooperation.
