Survey on the Changes of Rural Residents'Welfare after the Reform of Rural Homestead System:Based on the Investigation in Yiwu Pilot Area
Based on the theory of Amartya Sen's Capability Approach and comprehensive evaluation method of fuzzy mathematics,the paper constructs a fuzzy function to evaluate changes in rural residents'welfare after the re-form of rural homestead system in Yiwu City,Zhejiang Province.The results are as follows,the integrated fuzzy inde-xes of rural residents'welfare,rural residents'economic status,residential conditions,community environment,so-cial security and political participation are 0.568,0.542,0.589,0.632,0.527 and 0.570,respectively.The re-sults show that rural residents'welfare level has been improved after the homestead system reform and the reform has also improved rural residents'community environment and residential conditions,but it has not significantly improved rural residents'household economic status,social security status;it reduces the income of farmers from agricultural activities and the sense of benefit from rural medical insurance.The policy implication is that the reform of rural homestead system should adhere to the principle of"rural residents'quality of life without decline"and"establishing the new before abolishing the old";the focus of the reform is to promote non-agricultural employment,improve so-cial security and enrich community construction,which improve their income,enhance their sense of benifit,happi-ness and security,so as to improve rural residents'welfare level.
