The External Land Supervision and Urban Innovation and Entrepreneurship:A Quasi-Natural Experiment Based on Public Interest Litigation System of Procuratorial Administration
Innovation and entrepreneurship are important support for the implementation of an employment-first strategy.On the basis of theoretical analysis and the panel data of 263 cities from 2012 to 2020 and the difference-in-difference(DID)model,this paper discusses from the perspective of land use right granting whether pilot of pub-lic interest litigation system of procuratorial administration promotes urban innovation and entrepreneurship,and analy-zes its heterogeneity characteristics and mechanism.The results show that:The external land supervision has signifi-cantly advanced urban innovation and entrepreneurship and it is supported by a series of robustness tests;the effect of innovation and entrepreneurship under external land supervision is related to urban entrepreneurship and innovation environment,intensity of law enforcement,illegal land use,city size and geographical location;through land use right granting,external land supervision mainly has effects on alleviating land price distortion and land industry allocation bias and accelerating land marketization to promote the quality of urban innovation and entrepreneurship.
