Study on the Evaluation of the New Modernization Process at Provincial Level in China
Based on the connotation characteristics and essential requirements of China's modernization proposed in the Report to the 20th CPC National Congress,this paper proposes an evaluation index system for provincial mod-ernization from four dimensions:economic modernization,social modernization,livelihood modernization,and ecolog-ical modernization;the modernization index of 31 provincial-level regions in typical years is preliminarily calculated,and the level of modernization realization of these regions in 2025 and 2030 is preliminarily estimated through dynamic process changes.The results show that from 2010 to 2020,the modernization process of each region has advanced smoothly,and the index of new modernization has increased significantly.There is a noticeable spatial difference in provincial modernization process,with the eastern regions more advanced than the west,Beijing,Shanghai,Jiangsu,and Zhejiang,four regions have taken the lead in entering the modernization status.The progress of modernization in different aspects varies in different regions,with relatively balanced livelihood modernization and significant differ-ences in economic modernization.By 2035,except for Tibet,all provincial-level regions will achieve basic moderni-zation;different regions have different strategies for promoting the modernization process;more advanced regions focus on social modernization,while others should strive to balance the relationship between economic development and eco-logical environment protection.
