How to Achieve Common Prosperity:Chinese Government's Attention Allocation and Governance Optimization:Based on Thematic Analysis with Nvivo
This paper selects relevant Chinese policy texts,adopts thematic analysis method and Nvivo12plus qualitative analysis software to conduct quantitative analysis of policy texts from three dimensions:word frequency,themes and generic structure.This paper shows that urban-rural gap and regional disparities are still the main factors hindering the narrowing of wealth gap;the Chinese government is committed to narrowing the wealth gap and achieving common prosperity,and its attention is mainly focused on five aspects:systems,entities,overall planning,science and technology and rural revitalization,but there are still some problems in the allocation of attention in narrowing the wealth gap and achieving common prosperity.Therefore,governance should be optimized from five aspects:first,fur-ther focusing on narrowing the wealth gap between urban and rural areas and between regions to achieve common pros-perity for all people and people in different regions;second,implementing multi-policy linkages to reduce the inter-generational transmission of rural residents'low income and narrow the gap between urban and rural areas;third,consolidating the achievements of poverty alleviation,transforming mobilized governance to regular consolidation,and increasing the income of low-income groups;fourth,exploring the"driver economy",promoting the characteristic and local development of regional economy,and supporting the expansion of the domestic market;fifth,building a new system and mechanism for income distribution based on the balance of income relations and advancing the pace of common prosperity.
