Analysis on Empowering High-Quality Development in Gansu Province through Scientific and Technological Innovation within the Context of a New Pattern of Western Development
The driving force behind the formation of a new pattern of western development in the new era and on the new journey is the creation of new quality productive forces for high-quality economic development through high-level scientific and technological innovation.Taking Gansu Province as the research object,and selecting relevant data and policy measures on scientific and technological innovation and economic development from 2018 to 2023,this paper conducts an in-depth analysis of the foundation,advantages,shortcomings,and challenges of scientific and technological innovation in Gansu Province proposes an optimization path for science and technology innovation,with the objective of empowering Gansu's high-quality development using horizontal and vertical comparative analysis methods.Finally,it proposes optimized paths for empowering high-quality development in Gansu Province through scientific and technological innovation,including the following measures:deeply unleashing the productive forces of educational innovation;optimizing the structure of higher education;further innovating and improving the industry-university-research collaborative innovation system;accelerating the cultivation and attraction of high-level innova-tive talents;and continuously optimizing the mechanisms and environments for attracting,cultivating,and retaining talents,and promoting the"gathering of global high-quality talent resources in the northwest";constructing a mod-ern industrial system tailored to local conditions,focusing on enhancing the innovation capacity and level of enterpri-ses,and further highlighting the role of enterprises as the mainstay of innovation;seizing new opportunities in the de-velopment of digital and intelligent economies,accelerating the flow of innovative factors with"data elements/informa-tion technology+",improving total factor productivity,promoting a systematic upgrade of regional scientific and tech-nological innovation capabilities,and forming a strong impetus for high-quality regional economic and social develop-ment,This will result in a strong kinetic energy for the high-quality development of regional economy and society,and will write a new chapter in the practice of modernization with Chinese characteristics in Gansu.
