Evolution Path and Logic of Urban Land Management Policies:A Text Analysis Based on Relevant Policies
Over the past years of reform and opening up,China has experienced rapid economic growth,and the unique arrangement and reform of the land system is the engine driving this growth and structural transformation.To gain a deeper understanding of the role of urban land policies in advancing the reform process and to comprehend the logic behind policy choices and evolution,this paper takes the policy text as the research object and analyzes the changes of policy objectives by analyzing the changes of high-frequency words.The samples analyzed are from the relevant policy documents issued by the central government during 1978-2022.The results indicate that policies pri-orities have evidently evolved through three different stages:urban land marketization,land market regulation,and the establishment of a unified urban-rural market.In the evolution of policies,traditional ideologies and the game of va-rious stakeholders in the land sector have influenced policy choices.However,policies have always been intrinsic to the national development strategies and have evolved under the combined forces of top-down and bottom-up approa-ches.Through the analysis of policy evolution,we find that the land system is crucial to China's economic develop-ment and that it is necessary to continue advancing and refining land system reforms in the deepening of market-ori-ented reforms.In the future,tailored land policies should be formulated based on the phased characteristics of eco-nomic development and adjusted promptly according to changes in economic development.it is essential to handle the distribution of land interests properly in the process of reform.
