The Impact of Human Capital Structure Upgrading on Regional Innovation from the Perspective of Intellectual Property Protection
Innovation is the primary driving force for development.Against the backdrop of a gradual decline in the demographic dividends,the development model supported by advanced human capital is receiving more attention,and the upgrading of human capital structure is becoming the key to transitioning from the era of human capital stock to the era of human capital quality.Using panel data from 31 provinces(autonomous regions and municipalities)in China from 2007 to 2020,this study empirically examines the impact of human capital structure upgrading on regional innovation capabilities from the perspective of intellectual property protection.The empirical results show that the up-grading of human capital structure can significantly promote the improvement of regional innovation capability.For ev-ery unit increase in the upgrading index of human capital structure,regional innovation capability will increase by 1.707 units.At the national level,the intensity of intellectual property protection negatively regulates the impact of hu-man capital structure upgrading on regional innovation capabilities.The heterogeneity regression results distinguishing the intensity of intellectual property protection show that at low levels of intellectual property protection,human capital structure upgrading significantly promotes the improvement of regional innovation capabilities.When the intensity of intellectual property protection is high,human capital structure upgrading has a negative impact on regional innovation to a certain extent.Therefore,while actively optimizing the structure of human capital,promoting the development of higher education,and enhancing the attractiveness of regional talent,it is necessary to promote intellectual property protection to a moderate range,reduce the negative impact of intellectual property barriers and technological monopo-lies,and fully unleash the potential of human capital structure upgrading to enhance regional innovation.
