The Logic and Enhancement Strategies for Building Resilience in Multi-Ethnic Communities under External Shocks:A Multi-Case Study Based on the 6.2 Magnitude Earthquake in Jishishan County
The highly uncertain and complex risk society poses great challenges to urban risk governance,enhan-cing community resilience is an important path to promoting the modernization of urban emergency management sys-tems and governance capabilities.As the first line of defense for urban emergency response,multi-ethnic communi-ties are of great significance in preventing and resolving major risks,flexibly mitigating external shocks,maintaining basic urban operations,and accelerating post-crisis economic recovery.Based on field investigations of multi-eth-nic communities,this paper constructs a resilience response model for multi-ethnic communities and explains the re-sponse logic and action effects of multi-ethnic communities after the Jishishan earthquake.The leadership of the Par-ty,the concept of community,infrastructure,social capital,risk communication,and individual disaster prevention and relief capabilities are important components of the resilience in multi-ethnic communities.At present,multi-ethnic communities should adhere to and strengthen the comprehensive leadership of the Party,and promote the mod-ernization of community governance capabilities;continuously promote the construction of embedded communities and firmly establish the concept of community;consolidate and enhance social infrastructure and capital,and build a co-hesive multi-ethnic community;establish a timely and smooth risk communication mechanism to enhance satisfaction and trust in the government;intensify publicity efforts to enhance individual resilience,improve public awareness and capabilities for prevention,thereby systematically improving the resilience of the communities,and building a commu-nity pattern of mutual trust,mutual support,and overall collective forces.
