摘要
湖北省重点实验室经过多年的建设发展,已经成为全省创新体系的重要组成部分,在基础科学研究、人才培养、合作交流等方面积极作为,是支撑学科建设和产业创新发展的重要力量.同时实验室也存在布局不够合理、与产业结合不紧密、绩效考核方式有待改进、缺乏有效的退出机制等方面的问题.通过系统分析国家、发达省市关于重点实验室的布局设计、推进举措、管理机制等方面的成功经验和先进做法,研究提出省重点实验室优化的路径.
Abstract
As an important component of the provincial scientific and technological innovation system,Hubei Provincial Key Laboratory,after more than 20 years of construction and development,has active-ly played a role in basic scientific research,talent cultivation,cooperation and exchange,and has become an important force supporting discipline construction and industrial innovation development.However,there are also problems such as inadequate layout,loose integration with industry,performance evalua-tion methods that need improvement,and a lack of effective exit mechanisms.This article systematically analyzes the successful experiences and advanced practices of countries and developed provinces and cit-ies in the layout design,promotion measures,management mechanisms,and other aspects of key labo-ratories,and proposes a path for the hierarchical optimization and restructuring of provincial key labora-tories.
