Initiating the cultivation of specialized and novel industry-college on a trial basis,should be a kind of institutional innovation to support the development of specialized and novel companies.To cope with the difficulties such as unbalanced matching state of key participants'resources and capabilities caused by the complex organizational ecology in both sides of industry and education,incompetence of leading role to integrate industry and education subjected to inherent limitations of specialized and novel companies,failure of benign value ecosystem formation accompanied by overly conspicuous driving effect derived from sectoral policy and so on in the early stage of cultivation period,it is necessary to make positive efforts in these aspects:formation compatible policy effect resulted in coordinated action of public sectors,construction perfect governance mechanism by means of agreed school charter formu-lated by participating parties,establishment discipline and profession group with high-level in leading universities in the course of integrating into industrial nature positively,promotion collaborative educa-tion and synergistic innovation attributed to elements aggregation in specialized and novel industry-col-leges.By which the cultivated specialized and novel industry-colleges could earn the legitimacy status got benefit from participating in value creation of concrete links in industry chains effectually.
