Research on The Influencing Factors and Spillover Effects of Scientificand Technological Innovation Level in Lanbai National Independent Innovation Zone
This study focuses on the factors influencing the level of scientific and technological innovation in the Lanbai National Independent Innovation Zone,using panel regression models,double difference regression models,and spatial Durbin models.The research results show that:①Human capital,per capita gross domestic product,industrial structure,development level,and government intervention all have an impact on the level of scientific and technological innovation.However,the influencing factors differ between the Lanbai National Independent Innovation Zone and other regions in Gansu.The im-pact of human capital,industrial structure,and government intervention on scientific and technological innovation in the Lanbai National Independent Innovation Zone is higher than that in other regions in Gansu.②The establishment of the Lanbai National Independent Innovation Zone will enhance the level of scientific and technological innovation,and the government preference has a strong intermediary effect in it;③From the perspective of spatial effects,the policy pilot construction of the Lanbai Na-tional Self created New Area has promoted the improvement of local innovation level,while suppress-ing the innovation level of neighboring areas,resulting in a significant negative spatial spillover effect.In order to continue promoting the improvement of scientific and technological innovation level in the Lanbai National Independent Innovation Zone,we should continuously optimize the innovation and en-trepreneurship ecosystem,improve the talent introduction and training mechanism,strengthen precise talent introduction as needed,strengthen talent exchange and cooperation between the Lanbai region,and take the Lanbai National Independent Innovation Zone as the core point to promote the improve-ment of scientific and technological innovation level in other regions of Gansu.
